Summary of Work:

As project Civil Engineer and Engineer of Record for this new community near Rainbow Springs, Mr. Pigeon provided all oversignt and coordination as well as was intimately involved with all Planning, Zoning, Preliminary Engineering, Cost Estimating and scheduling, Final design, Permitting, Platting, Construction stage CEI and final certificaitons for this new community. Juliette Falls consists of two phases of development for a total of 542 homesites and an 18–hole championship golf course. The Project included establishing as public drinking water supply facility with two 12 inch deep wells, a 100,000 GPD wastewater treatment facility, golf course clubhouse, maintenance facility, gated entrance, three waterfall, and other support facilities. The project required design of an new entrance onto SR 40 with full turn lanes and FDOT approval, urban on–site roadways with a main round–a–bout feature, sidewalks and drainage systems. The project included over 35 drainage retention areas and water features with lined lakes. Four wells were permitted for irrigaiton water supply to the golf course and community. Permits were prepared and obtained from SWFWMD for stormwater and water use, FDOT, FDEP for water and sewer systems, water plant and WWTP, as well as the groundwater monitoring plan, FFWCC for gopher tortoise preservation, FDEP for stormwater pollution prevention, Marion County, and other related secondary permits for buildings and structures. Mr. Pigeon provided consultaTIon and coordination for the project and remains as the Project Engineer.

Summary of Work:

Tasks performed for this project included RV Resort Site planning, design, platting, permitting and construction administration of a 385 lot condominium resort development. Layout and preparation for schematic design layout of grading and drainage systems, ordering required soil boring data from geotechnical firm, ordering and coordinating environmental habitat assessments and wetland determinations. Design, permitting, bid assistance and construction stage administration for the construction within a 136 acre site and associated drainage improvements, design of water treatment plant and waste water treatment plant and associated water and sewer utilities, parking, driveway connection improvements, and electrical routing to RV sites and project accessory facilities. Services included the coordination and oversight with multiple surveying sub-consultants to produce initial and subsequent Boundary and Topographic Surveys. Design of the site was coordinated with the owner, recreation vehicle resort planners, Marion County Utilities, Saint John’s River Water Management District (SJRWMD), FDEP, ACoE, and the building architects. Coordinate the design of the parking, RV storage, and driveway connection design with Marion County Transportation and Ocala Electric. The project included all production of working drawings and project specifications for the civil site construction. Services also included coordination with the environmental consultant, Marion County Engineering staff, SWFWMD environmental and soil scientists, ACOE and FDEP for wetland and other surface water boundary determinations, biological assessments, preservation and conservation areas and dedications.

Production of working drawings:

Performed all necessary design, analysis, and production of construction plans for the project civil site elements of the project. Drawing production was completed in ACAD format. Pigeon–Roberts & Associates, LLC prepared the project specifications and special provisions required for project bidding.

Permitting Services:

Performed all civil engineering permitting services for this project including coordination and permitting with SWFWMD, FDEP, and Marion County. Pigeon–Roberts & Associates, LLC coordinated with Marion County Utilities for review and approval of the expansion of the water system and the connection of the sewer system to the County Utilities. Permits were obtained for stormwater management, water system and sewer system construction, Citrus County Site Plan Approval and Citrus County Driveway Connection Approval.

Bidding Services:

Assisted the Owner is soliciting site construction bids and reviewing the submittals. Assisted with review and response to bid questions applicable to the civil site design issues.

Construction Administration services:

Provided construction administration services, site inspections, utility company coordination, including site surveys. Coordinated with Marion County Utilities, Del Zotto, and Hamlet Construction for shop drawing and material approvals of water system. Pigeon-Roberts & Associates, LLC attended site meetings, reviewed shop drawings, and processed change orders and field notices. Reviewed pay requests and construction testing reports. Conducted Final Inspection and assisted with preparation of punch list items. Prepared required Certifications of Completion.

Project Design / Site Utilities / Drainage / Parking:

Designed all water and sewer underground utilities for fire protection, domestic drinking water and sewer service. Coordinated with building architect for utility service requirements and locations. This project included design of the on–site gravity sewer system and on–site water system. Design included analysis of fire flow capacity. All stormwater facilities were designed and included an interconnected dry retention system with water quality treatment.

Summary of Work:

The Town of Interlachen has conducted several projects over the past 10 years under the direction of Chuck Pigeon, P.E. and most recently the reconstruction of the tremont water plant. This project included engineering and surveying services to replace the old water plant with a new facility. The facility included the installation of a new vertical turbine pump, design and construction of a new control building and associated water plant piping, electrical systems, sodium hypochlorite disinfection system, auxiliary power generation system, and water plant appurtenances. The services included all investigations, design plans and documents production, coordination with the C.D.B.G. Grant Administrator for project funding, public meeting presentation, bid administration assistance and construction stage assistance. The project required permitting with FDEP and Putnam County. The estimated cost of the project construction was $285,000 for the water plant and $295,000 for the associated 12 inch water main extensions.

Surveying and Mapping Services:

During project start–up, developed survey scope of services and sought proposals from qualified surveying and mapping firms to produce initial Boundary and Topographic Surveys to standards complying with the Marion County Land Development Code. Surveying proposals reviewed and recommendation of contract award. Managed survey sub-consultant and reviewed final product and digital mapping deliverables for conformance to scope of services and requirements of the Land Development Code. Interaction / coordination with contractor’s surveyor regarding control established for project. Provide interface as needed with contractor’s surveyor to address questions related to stakeout of improvements per the design plan. Following completion of construction, executed updated Boundary Survey to locate final improvements pursuant to lender’s financing requirements and conducted Asbuilt Survey of constructed improvements sufficient for final certification to regulatory agencies having jurisdiction.

Production of Working Drawings:

Performed all necessary design, analysis, and production of construction plans for the project civil site elements of the project. Drawing production was completed in Civil3D ‘dwg’ format. Prepared project specifications and special provisions required for project bidding.

Permitting Services:

Performed all civil engineering permitting services for this project including coordination and permitting with SWFWMD, FDEP, and Marion County. Coordinated with Marion County Utilities for the review and approval of the connection to the water system and sanitary sewer system to the existing infrastructure. Permits were obtained for stormwater management, water system and sewer system construction, Marion County Site Plan Approval and Marion County Driveway Connection Approval. Coordinated with the Landscape Architect, EDK Environmental Design, to produce landscape and irrigation plans.
